Again, pets and travel. When flying, pets are indeed kept in the cargo hold of the airplane. While the Safe Air Travel for Animals Act has taken pet safety during travel to the forefront, many animals have been injured or died in the cargo holds of planes. Some airlines will allow smaller, quieter pets (if kept in a carrier) to be placed under the seat or on the seat next to a passenger. Airlines can also charge for this ability, but it is the safest way to fly with a pet.
Most airlines won’t allow a pet to be shipped during extreme weather conditions. And all airlines are required to submit a report the Department of Transportation for any month in which a death, injury or loss of a pet occurs during airline transport. However, this doesn’t mean a pet is absolutely safe down in the hold. After the Safe Air Travel for Animals Act was passed, from May to September 2006, 14 deaths, four injuries and six lost animals were reported.

Re: Pets and Travel, Part II
I have travelled several times with my Maltese in a carrier under my seat but what gets me is that they charge almost as much for him to fly as it does me. They are considered carry-on luggage, I feel that if they are going to charge that much, he should get his own seat.
